Abstract：The Program for Comprehensive Control of Air pollution in Autumn and Winter 2021-2022, points out its main strategy for coping with heavy air pollution——shutting down factories and limiting industrial production. However, after a series of treatment measures, haze weather is even heavier than the time before the year of 2013. Main reasons are index missing and strategy misused. Besides sulfur dioxide, nitrogen oxides, smoke and dust, air-pollution index should also include condensable particulate matter, such as ammonia and water vapor. Ammonia in the atmosphere combined with acidic substances would form secondary particulate matter. Only by sorting the fundamental cause of ammonia increase in atmosphere, can smog be controlled.
